La conducción política en el Informe de la Comisión de Análisis y Evaluación de las Responsabilidades en el Conflicto del Atlántico Sur (CAERCAS)

Abstract

Este artículo analiza el Informe de la Comisión de Análisis y Evaluación de las Responsabilidades en el Conflicto del Atlántico Sur (conocido como Informe Rattenbach), enfocándose en la evaluación de la conducción política. El trabajo parte de preguntarse qué cuestión política se evaluó y cómo, y, a la vez, qué sostuvo la determinación del carácter secreto asignado al Informe en 1983. En primer lugar, se ubica el escenario genésico del trabajo de la CAERCAS para poder comprender los argumentos que llevaron a buscar respuestas militares y políticas a la guerra. Luego, se analiza el informe prestando atención a las declaraciones, tipos de preguntas, evaluación y asignación de responsabilidades. Finalmente, se reflexiona sobre las distancias entre este y otros informes que evaluaron la guerra producidos por las FF. AA. — especialmente por el Ejército—, mostrando las diferencias fundamentales con el producido por la CAERCAS. Con este estudio se procura pensar el lugar de la Guerra de Malvinas en el proceso de transición democrática en la Argentina.

This paper analyses the report of the Commission for the Analysis and Evaluation of Responsibilities in the South Atlantic Conflict (known as Informe Rattenbach), focusing on the evaluation of the political guidance. The text starts by asking what political issue was evaluated and how, and what underpinned the determination of the secret nature of the Report in 1983. It begins by setting the scene for the CAERCAS's work in order to understand the arguments that led to the search for military and political responses to the war. The report is analysed, paying attention to the statements, types of questions, evaluation and assignment of responsibilities and, finally, it reflects on the distances between this and other reports produced by the Armed Forces —especially the Army— which evaluated the war, showing the fundamental differences with the one produced by the CAERCAS. The aim of this study is to consider the place of the Malvinas War in the process of democratic transition in Argentina.
