La política habitacional de Cambiemos : el retorno de la mercantilización de la vivienda social en Argentina

Abstract

En la elección presidencial de 2015 el gobierno argentino cambió la orientación política del Estado, al pasar de un modelo desarrollista proteccionista hacia uno de libre mercado. El artículo analiza los cambios en la política habitacional de forma comparativa con periodos anteriores, desde una perspectiva histórica, con el objetivo de establecer diferencias y similitudes desde el enfoque de la mercantilización de los servicios sociales. Se concluye que desde hace cuarenta años la política habitacional se encuentra atravesada por una tensión entre las concepciones de la vivienda social como derecho social y como bien de acceso por el mercado, y que el gobierno actual vuelve a este último con rasgos renovados.

Following the 2015 presidential election, the Argentine government changed the political orientation of the state from a protectionist development to a free market model. The article analyzes the changes in housing policy through a comparison with previous periods from a historical perspective, with the aim of establishing differences and similarities from the perspective of the commercialization of social services. The authors conclude that for forty years, housing policy has been characterized by the tension between the conceptions of social housing as a social right and as a good that can be accessed by the market, and that the current government has taken up the latter approach with new features.
