Características de la estructura ocupacional en la región NEA en el período 2003-2006

Abstract

En los últimos meses, las cifras oficiales mostraron una recuperación notable de la economía Argentina y su repercusión en el mejoramiento de los indicadores laborales, principalmente de aquellos que refieren a la disminución de la desocupación. Sin embargo, los procesos de segmentación y fragmentación del mercado de trabajo no han logrado revertirse, especialmente en regiones como el nea, históricamente periférica respecto del eje central de producción del país, y cuyas características productivas, políticas e institucionales la convierten en una zona de escaso desarrollo. Estos procesos se vinculan fundamentalmente con el sostenimiento de modalidades ocupacionales e inserciones laborales caracterizadas por la informalidad. De allí que el presente artículo se haya propuesto analizar el comportamiento del mercado de trabajo en la región nea durante los últimos cuatro años. Para esto se trabajó con los datos provenientes de la Encuesta Permanente de Hogares correspondientes al segundo semestre de 2003 y al segundo semestre de 2006, con el objeto de mostrar las tendencias que se presentan tanto en relación con las características de la estructura histórica de este mercado como en comparación con otras regiones del país.

In the last months, the official numbers showed a remarkable recovery of the Argentina economy, and its repercussion in the improvement of the labor indicators, mainly, those that refer the diminution of unemployment. However, the processes of segmentation and fragmentation of the work market, have not managed to revert themselves, specially in regions like the nea, historically peripheral to the central axis of production of the country, and where their productive, political and institutional characteristics turn it into a peripheral zone, in relation with the rest of the country. These processes, fundamentally tie with the support of occupational modalities and labor insertions characterized by the informality. Considering this, the present article seted out to analyze the behavior of the work market, in the nea region of Argentina, during the last 4 years. In order to do this, I worked with data originated from permanent survey of homes corresponding to the second semester of 2003 and 2006, with the intention of showing the tendencies that present, as much in relation to the characteristics of the historical structure of this market like thus also in comparison with other regions of the country
