Sistema urbano y desarrollo regional. Políticas de desarrollo territorial en el espacio regional articulado por una ciudad intermedia. El caso del Gran Corrientes

Abstract

El trabajo explora la relación entre los sistemas urbanos y los espacios regionales, y se focaliza en el análisis del rol de las ciudades intermedias en esa relación, tomando como caso al Gran Corrientes, capital de provincia localizada en el noreste de la República Argentina. Las nociones teóricas y metodológicas de las categorías región, territorio, sistema de ciudades, ciudad intermedia y desarrollo regional, se desarrollan en un marco interpretativo que apunta a clarificar las relaciones entre ellas desde las diferentes visiones y enfoques disciplinares. En el contexto de los modelos dominantes en las políticas territoriales del país, se indaga acerca del rol asignado a las aglomeraciones intermedias en las diferentes escalas, y los retos que se plantean para estas ciudades en los procesos de regionalización y desarrollo. Con enfoque multidimensional y multiescalar, se aborda el análisis del Gran Corrientes en las escalas de intermediación adoptadas: el sistema urbano nacional, las regiones sub–nacionales y su área de influencia directa, a partir de lo cual se logra identificar y delimitar el espacio regional. La caracterización de ese espacio polarizado por la ATI Intermedia, conduce a la definición de zonas que reflejan sus problemáticas y potencialidades, las que, contrastadas con las políticas territoriales actuales, llevan a plantear las diversas escalas de planificación necesarias para su abordaje, considerando el rol que puede desempeñar el Gran Corrientes tanto en la urbanización más sostenible, como en el desarrollo regional de ese territorio.

The work explores the relationship between urban systems and regional spaces, and focuses on the analysis of the role of intermediate cities in that relationship, taking as a case the Greater Corrientes, capital of a province located in the northeast of the Argentine Republic. The theoretical and methodological notions of the categories region, territory, city system, intermediate city and regional development are developed in an interpretive framework that aims to clarify the relationships between them from different disciplinary visions and approaches. In the context of the dominant models in the country's territorial policies, the role assigned to intermediate agglomerations at different scales is investigated, and the challenges that arise for these cities in the processes of regionalization and development. With a multidimensional and multi-scalar approach, the analysis of the Greater Corrientes is addressed at the adopted intermediation scales: the national urban system, the sub-national regions and their area of direct influence, from which the regional space is identified and delimited. The characterization of this polarized space by the ATI Intermedia, leads to the definition of areas that reflect their problems and potential, which, contrasted with current territorial policies, lead to proposing the various planning scales necessary to address them, considering the role that Greater Corrientes can play both in the most sustainable urbanization and in the regional development of that territory.
