Partido de Olavarría : ordenación ecológica y formas de ocupación y uso del ecosistema
Resumen
Los estudios de Ordenación Ambiental (OA) del territorio constituyen el modelo de
zonificación y a la vez la herramienta que demanda el proceso de Ordenación del Territorio
para articular políticas y acciones de planeamiento compatibles con las expectativas
idealizadas por el concepto de desarrollo sustentable.
Dentro de esas expectativas los objetivos generales del presente trabajo de tesis son i)
elaborar la ordenación ecológica del Partido de Olavarría (PO) y ii) relacionar e integrar los
diferentes sistemas ecológicos del Partido con las correspondientes formas de ocupación
humana y uso actual de las tierras. Ambos objetivos demandan la ejecución de dos tipos de
estudios que facilitarán el análisis de las relaciones sociedad-naturaleza: por un lado la
Zonificación Ecológica (ZE) y por otro el análisis del Uso Actual de las Tierras (UAT) del Partido.
Generando como producto final la Ordenación Ambiental del partido de Olavarría. La
ordenación preliminar del PO ha permitido establecer un primer nivel escalar de
desagregación del área. El proceso ha sido concebido en base a la desagregación del Partido
tomando como punto de partida las relaciones intrapaisajísticas de Olavarría con las ecoregiones bonaerenses de Tandilia y Pampa Deprimida. En ese sentido, el Partido fue ordenado
en términos de Serranías, Llanuras periserranas y Llanuras deprimidas. La ZE del PO permitió
identificar, delimitar y caracterizar diez subsistemas ecológico-paisajísticos (S1, Llp1, Llp2a,
Llp2b, Llp3, Lld1, Lld2, Lld3, Lld4 y Lld5), siendo que los mismos definen bases espaciales para
formular modelos de ocupación y manejo del territorio que viabilizan el uso sustentable de los
recursos. El análisis del UAT del PO permitió observar que los tres Sistemas Ecológicopaisajísticos (S, Llp y Lld) identificados en el PO han sido intervenidos por el hombre con fines
de producción de biomasa primaria y secundaria, a través del aprovechamiento de las
diferentes capacidades de uso y ofertas ecológicas de cada uno de ellos. Estas intervenciones
han generado entonces diferentes formas y grados de transformación del paisaje asociado a
cada compartimento. La Zonificación Ecológica del partido de Olavarría, la descripción del Uso
Actual de las Tierras y el análisis de las relaciones sociedad-naturaleza condujo a la
identificación de los "sistemas ambientales" del Partido. Finalmente, fue elaborado el mapa de
Ordenación Ambiental de Olavarría, el cual presenta una leyenda descriptiva que integra
aquellos aspectos que hacen a las relaciones sociedad-naturaleza y caracteriza sistemas y
subsistemas ambientales del Partido. The studies of the Environmental Management (EM) of the territory are the zoning
model and, at the same time, the tool demanded by the Spatial Ordering process to articulate
policies and planning actions consistent with the idealized expectations of the sustainable
development concept.
Within these expectations, the general objectives of this thesis are i) to develop the
ecological management of Olavarría District (OD) and ii) to relate and integrate the different
ecological systems of the District with the corresponding forms of human occupation and
current use of the lands. Both objectives require the implementation of two types of studies
that will facilitate the analysis of the relationship between society and nature: on one hand,
the Ecological Zoning (EZ) and, on the other hand, the analysis of Current Land Use (CLU) of the
District. This will generate as a final product, the Environmental Management of Olavarría
District. Preliminary OD management allowed establishing a first scale level of area
disaggregation. The process has been designed based on the disaggregation of the District,
taking as its starting point the Olavarría intra-landscaping relations with the Buenos Aires
ecoregions, Tandilia and Depressed Pampa. In that sense, the District was ordered in terms of
Hills, Perirange Plains and Depressed Plains. The EZ of OD allowed the identification,
delimitation and characterization of ten ecological-landscaping subsystems (S1, Llp1, Llp2a,
Llp2b, Llp3, Lld1, LLd2, Lld3, Lld4 and Lld5), since they define spatial bases to formulate models
of occupation and land management that make possible the sustainable use of resources. By
CLU analysis of OD it was observed that the three Eco-landscaping systems (S, Llp and Lld)
identified in the OD have been manipulated by man for purposes of primary and secondary
production of biomass, through the use of each different usage capacities and ecological deals.
Then, these interventions have generated different forms and degrees of landscape
transformation associated with each compartment.
The Ecological Zoning of Olavarría District, the description of the Actual Land Use and
the analysis of the relationships between society and nature led to the identification of
'environmental systems' of the District. Finally, the Olavarría Environmental Management map
was drawn, which has a descriptive caption that integrates those aspects associated to the
relations between society and nature and characterizes environmental systems and
subsystems of the District.
