Desvinculaciones laborales, políticas públicas, medios e ideologías en contexto de pandemia

Abstract

Frente a la pandemia de COVID-19 iniciada en el año 2020, y en un marco de fragilidad económica y social, el Estado argentino dispuso una serie de políticas públicas destinadas al abordaje de la complejidad del momento, entre las que destacamos aquellas destinadas a evitar desvinculaciones laborales, particularmente los despidos masivos por causas extraordinarias. Este trabajo aborda cuestiones referidas a la aplicación del instrumento “retiro voluntario” y a la tensión voluntario - forzoso que trasluce el uso discrecional de esa herramienta política. Analizamos el tratamiento desplegado por distintos medios de comunicación, desde la dimensión ideológica, respecto de los retiros voluntarios y otras medidas tomadas por el gobierno nacional durante la pandemia, en artículos disponibles en formato digital entre 2020 y 2021. Y en este contexto, el lugar brindado a la persona que trabaja desde la construcción de su subjetividad laboral. Para ello nos valdremos de tres categorías que contienen diferentes posiciones ideológicas y a partir de las cuales organizamos artículos de prensa seleccionados para su análisis, teniendo como unidad de registro los titulares y como unidad de contexto el contenido del artículo, incluyendo portales oficiales de algunos poderes del Estado.Faced with the COVID-19 pandemic that began in 2020 and within a framework of economic and social fragility, the Argentine State established a series of public policies aimed at addressing the complexity of the moment, among which we highlight those aimed at avoiding job layoffs, particularly massive layoffs for extraordinary reasons. This paper addresses issues related to the application of the "voluntary withdrawal" instrument and the voluntary-forced tension that reveals the discretionary use of this political tool. We analyze the treatment deployed by different media, from the ideological dimension, regarding voluntary withdrawals and other measures taken by the National Government during the pandemic in articles available in digital format between 2020 and 2021. And in this context, the place provided to the person who works from the construction of their labor subjectivity. To do this, we will use three categories that contain different ideological positions and from which we organize selected press articles for analysis, having the headlines as the registration unit and the content of the article as the context unit, including official portals of some State powers
