Programs to improve neighborhoods. Reflections about its fundamentals and the pertinence of its objetives in base of the analysis of PROMEBA (Argentina) and its implementation in the city of Resistencia, Chaco

Abstract

A partir de un análisis del PROMEBA (Argentina), el presente artículo intenta brindar aportes para responder al interrogante general referido a si los programas oficiales de mejoramiento barrial constituyen un avance hacia una política social alternativa de reducción de la pobreza centradas en el hábitat o continúan siendo programas que apuntan a la contención de la pobreza urbana más que a la transformación social del problema. A tal efecto el artículo desarrolla en primer lugar, una breve reseña sobre los antecedentes y evolución de las políticas habitacionales en Latinoamérica y específicamente en Argentina con el objeto de reconocer el marco en el que surgen los PMBs y sus fundamentos teóricos centrales; para avanzar, luego, con el desarrollo más exhaustivo de un caso, el PROMEBA de Argentina, cuyo análisis a partir de su implementación en la ciudad de Resistencia, sirve de base para encarar reflexiones más específicas, y por último, una serie de consideraciones sobre los fundamentos teóricos y la pertinencia de los objetivos de los PMBs en el contexto latinoamericano y argentino.Taking as starting point the analysis of PROMEBA (Argentina), this article try to give some contributions to answer the general question about if the programas to improve neighborhoods are a new social politics of reducción of poverty focus in habitat or if they are still social contentions programs. This article develop in the first place, a summary of the antcedents and the evolution of the habitacional politics in Latinoamerica and especifically in Argentina whit the objetive to recognize the born of the programs to improve neighborhoods context and its principals theorical fundamentals to anvance later whit the develop of one case, the PROMEBA in Argentina, analysis of its implementation in the city of Resistencia, which is the base to fase reflections more especifics, and for the last, a serie of reflections about the theroical fundamentals and the pertinence of the objetives of the programs to improve neighborhoods in Latinomaerica and Argentina
