Abstract
Professional disciplinary system is founded on the power of state regulation of activities where the public interest is compromised. The procedure for determining the scope of this professional responsibility is an administrative disciplinary proceeding. The act of Discipline Court decision declaring the existence of an infringement of the disciplinary regime constitutes a genuine administrative act, and as such must meet all the same requirements for validity.
